How this page is sourced

Most of these projects hold a position in ERCOT's interconnection queue. A queue position is a request to connect to the grid: it is not a permit, and it is not a construction start. Each project's stage is given in ERCOT's own words rather than summarized, and ERCOT's own abbreviations are: SS, the security screening study; FIS, the full interconnection study; IA, the interconnection agreement; POI, the point of interconnection; COD, the commercial operation date.

Three public records are used, since none holds everything: the ERCOT grid queue, the Commissioners Court records of both counties, and city records. A data center uses power rather than making it, so it is not in the queue unless it builds its own power plant.

A project is listed only when two independent records support it. Where two records give different figures for the same project, both are shown with their sources and neither is picked.

How the map places them

The map also shows 3 sites not listed here: 1 whose record rests on a single source, and 2 already operating with no queue position.

The shaded circle shows how far the mark may be from the project. A mark on a tract is not a building. Locations come from the Navarro and Hill county appraisal districts, recorded deeds in the Hill County Clerk's index, and the US Energy Information Administration's Form 860 plant file. Base geography is US Census TIGER/Line 2024, public domain. 2 projects are not placed: Dileo Solar, Project Aquila (RCM Hill).

Substations on the project maps

Where a project has no public location, its page marks the substation it connects to, when two records agree on where that substation is.

13 further projects are on record in these two counties and not listed here. Each rests on a single record, and this page does not publish a figure that only one source states.

6 queue positions in these counties are carried by ERCOT as inactive. An inactive position is not a project and is not listed here.

Queue data: ERCOT GIS Report, August 2026 (posted 1 September 2026, read 30 September 2026). ERCOT publishes it for planning only; its data comes from the project companies and may contain errors. Compiled by Blackland TX. Corrections: [email protected].
