What the record shows

The district's board has met at the station, which its notices call the ESD No. 1 VFD Station and Powell City Hall, one building at 201 Carr Street. Navarro County ESD No. 1, meeting notice, 10 Jan 2023.

The district has run the Powell station as its own department. In June 2026 its board voted 3 to 1, with one abstention, to return it to an incorporated nonprofit volunteer department. The board heard that the earlier Powell VFD corporation still exists but lost its tax-exempt status in 2015, and was advised to form a new nonprofit. The IRS approved the new nonprofit's application by August 2026, when the department's by-laws were still being written and all three Powell trucks were in service. Navarro County ESD No. 1, minutes of 11 August 2026.

Funded in part by Navarro County Emergency Services District No. 1. Approved by voters on 6 November 2007, it covers the Kerens school district and levies a property tax for fire service. Its five commissioners are appointed by the county commissioners court.
